Sub:- Request to lodge FIR against the Sub-Divisional Police Officer,
Samastipur Sadar and the Officer Incharge Of the Pusa Police
Station under sections 166,166A(b),182,217,218 and 500 of the IPC and
the intimation of my indefinite fast from 13 Aug 2014 until FIR is
not lodged -Regarding

Sir
With due respect, a para wise comments are cited below which are
competent to prove the Sub-Divisional Police Officer , Samastipur
Sadar and the Officer Incharge Of the Pusa Police Station guilty
under sections 166,166A(b),182,217,218 and 500 of the IPC .
1.The then Inspector General Of Police of the Darbhanga Zone directed
the Superintendent of Police of Samastipur to enquire into the
allegations contained in my application which was sent to the
Superintendent of Police of Samastipur on dated-18/1/2014 vide letter
No.108/CR .Again, the Superintendent of Police of Samastipur was
directed by the then Inspector General Of Police of the Darbhanga Zone
on dated-7/4/2014 vide letter No.1187/CR.A copy of the letter 1187/CR
dated 7/4/2014 is annexed herewith under reference and marked as
Annexure 1.
2.The Respondent Enquiry officer No.1 made enquiry into the
allegations and the same enquiry report was submitted before the
Superintendent of Police of Samastipur on dated 7/4/2014 vide letter
No.844/Sadar. On perusal of the enquiry report, it appeared that the
enquiry in regard to my application was conducted also by the
Respondent Enquiry Officer No.2 and the same was submitted before
Respondent Enquiry Officer No.1.A copy of the said enquiry report is
annexed herewith under reference and marked as Annexure 2.
3.After going through the enquiry report, it is evident that the enquiry was
conducted solely on the ground of the documents kept against me in
the school record of Jawahar Navodaya Vidyalaya ,Biruali,Samastipur
without observing the points and evidences produced by me against
those documents kept against me ,which were competent to prove that
those documents were manufactured by one accused Chiranjiwi Roy,the
Principal of Jawahar Navodaya Vidyalaya ,Birauli,Samastipur in the
back date after making complaint against him to the Human Rights
Commissions.The Respondent Enquiry officer No.1 and Respondent
Enquiry officer No.2 have tried to save the accused Chiranjiwi Roy
by presenting me a person of wrong conduct without any such
evidence which is admissible under provisions of the Indian Evidence
Act,1872.
4.The both enquiry officers are liable to be prosecuted under
sections 166,166A(b),182,217,218 and 500 of the IPC and a detail
description of grounds as to how the both enquiry officers are
liable to be prosecuted is annexed herewith under reference and
marked as Annexure 3.
5.This plea is being sent to Sh.Arvind Pandey also ,not because he was
the then IG of Police of the Darbhanga Zone but considering the fact
that he is now the IG of Weaker Section Of CID and I was also from
the weaker section of the society as I was juvenile when i was
implicated by Chiranjiwi Roy and when he had manufactured papers
against me in back date.
6.Further,it is to intimate you that I will be on indefinite fast from
13 Aug 2014 until the FIR is not lodged against the Respondent
Enquiry officer No.1 and Respondent Enquiry officer No.2.
Therefore, it is requested to enquire into my plea at the earliest and
order to lodge FIR at the earliest.
