How to repeal Article 370?

Mr.Narendra Modi is in  the preparation of repealing Article  370 from the State Of Jammu and Kashmir.
I suggest  Mr. Modi how to repeal Article 370 as to prevent harm which may be caused after repealing all provisions of the Article 370  at  a  time.It will be very harmful to remove all provisions of the Article 370 at a time.So, Step to Step all provisions should be removed.
(i) At First,The power of High Court of J & K should  be increased in the matter of issue any writs as well as in the matter of declaring any law unconstitutional.Because the people of J & K can’t move to high court in matter other than fundamental rights.As you know that fundamental rights are very limited.But all other rights have no less importance.But for the protection of such all other statutory  rights,the people can’t move High Court.The politicians and govt of J & K want to keep people suppressed so that  people  can not have the power and sense to take part actively for the state matter and can be engaged in communalism and it is the only reason for the Seizure of Power of the High Court of J & K.
This is another matter that there is ‘’special autonomy” for J & K.But this is the main matter that there is democracy in J &K.So judiciary of state can’t be seized from its power.So High Court of J & K must have the power to declare any law unconstitutional passed by state assembly.The state assembly can pass such law which can incite  communalism and the HC will have to remain mute.
Supreme Court can’t take part in such interference because there is special constitution for the state passed by its constituent assembly on 26 Jan 1957 which confers this state Special Autonomy  but High Court is also the integral part of state of J & K.High Court or Judiciary is parallel and similar to Govt or state assembly in any state if  Democracy exists in that state. It seems there is no democracy in J & K.
Thereafter,the People of J & K should be given the Right  to move the Supreme Court and the Supreme Court should be provided the power to declare any law unconstitutional passed by the State Assembly  of J & K and the Supreme Court should  have the power to issue all writs.

(ii) Then Secondly,Dual citizenship should  be removed  to the extent  of  giving People of other states  right to take part in the elections to the state assembly.
(iii)And,then  thirdly further removing Dual Citizenship,People of other states should be given right  to acquire,own and dispose of immovable property in the state of Jammu and Kashmir. 

The people of J & K will surely accept such amendments if it occurs step to step.

Article 370  was applied temporarily in the State Of Jammu & Kashmir but it is existing still.It was natural and circumstantial to apply article 370 in Jammu & Kashmir because without article 370,Kashmir was not ready for its accession in India.So without  article 370,Kashmir could agree with Pakistan if Pakistan would provide Kashmir such ‘’special autonomy.” But it’s really amazing because 64  years have passed but the article 370 is existing still . Due to politics on ground of communalism,Govt could not be able to remove this article.

नरेन्द्र मोदी को पाकिस्तान के शासनाध्यक्ष से वार्ता करने के साथ पाकिस्तान के सेनाध्यक्ष और ISI चीफ से भी वार्ता करना चाहिए।भारत-पाक के बीच आतंकवाद,सीमा विवाद जैसे मुद्दे का हल निकाल पाने में वहाँ की सरकार उतनी सक्षम नहीं है,जितनी वहाँ का सेनाध्यक्ष और ISI चीफ।मोदी को तो कुछ नया करना ही चाहिए।नवाज शरीफ के साथ ही शांति वार्ता प्रक्रिया अटल जी ने शुरु किया था लेकिन सेनाध्यक्ष मुशर्रफ ने कारगिल सेक्टर में हमला करके शरीफ के अरमानों पर पानी फेर दिया और उन्हें अपदस्थ करके निर्वासित भी कर दिया।इसलिए वहाँ की सरकार से वार्ता करके कोई विशेष फायदा होने वाला नहीं है।वहाँ की सेना अभी भी सरकार के नियंत्रण में नहीं है।इसका सबूत कल भी मिला जब नवाज शरीफ का भारत आगमन हो रहा था और उसी समय पाकिस्तानी सेना पूछ सेक्टर में गोलीबारी कर रही थी।यदि मोदी पाकिस्तान के सेनाध्यक्ष और ISI चीफ से वार्ता नहीं कर सकते तो इससे भी बेहतर उपाय है कि भारत को पाकिस्तान सरकार को स्थिर और मजबूत बनाने के लिए सहयोग करना चाहिए ताकि वहाँ की सेना और ISI सरकार के अधीन रहे।यदि सेना और ISI सरकार के अधीन रहेगी तो लगभग सारी समस्या का समाधान हो जाएगा।
